Subject: Notification of Upcoming User Rate Increase – 3.1.26

Dear Coolin Sewer District Customers,

We would like to take this opportunity to thank you for your continued support and cooperation as valued
members of our community. Coolin Sewer District remains committed to providing reliable and efficient sewer
services to all our customers.

As many are aware, a 3-year rate increase plan was approved by the Board of Directors on September 25,
2024. The initial increase went into effect on March 1, 2025. We are writing today to inform you that year 2 of
this plan will take effect on March 1, 2026. As a result, user rates will increase from $93.75 per month per
Equivalent Residence (ER) to $117.19 per month per ER, or from $281.25 per quarter to $351.56 per quarter.
This adjustment is required to increase both operational and maintenance funding, as well as reserve
allocations for asset replacement. This increase does not fund expansion for developments or properties not
assessed in the 2006 LID. Beyond asset replacement expenses, the District anticipates a substantial rise in its
annual lease payments to the Idaho Department of Lands (IDL) for the Wastewater Treatment Plant, when the
lease is renewed in 2026.
